When I first arrived in Kyoto to live I was looking for a gym I could sign up to.
My Japanese is not completely zero as I have lived in Japan for 2years prior to this.
When I visited this establishment I was shown around, but when I asked to signup the manager said NO FOREIGNERS.
I explained that I worked for a good company and I had good credit history and bank accounts here in Japan.
I even got my company to write them letter explaining in Japanese my expatriate situation and that I was supported a well known company.
I was left really disappointed with the attitude towards foreigners and how isolated and unwelcome this made me feel.
