Ginger-san, Yes -- babies are welcome here at Kamesei Ryokan. We have a 'baby bath' so you can mix the onsen water with shower water for a suitable temperature, and as someone else mentioned we have a family bath that can be used for private use. For guests that spend multiple nights we offer it for free. Also, we have guestrooms with no other rooms adjacent, so you wouldn't have to worry about disturbing others in the middle of the night. We look forward to meeting you and your baby.

I think it is fine for families. When I was there 2 couples got to have a private onsen. I think there was a small fee for that. I decided to treat myself to a KAISEKI dinner for the first time. It was very good with a variety things to taste. In fact it was too much for me to finish.
