I ended up here between a late night arrival on the Shinkansen from Tokyo and morning departure to Sapporo on the Hokuto and found it to be another consistent stay with a Toyoko brand hotel. It ended up being cheaper than the La'gent Plaza that was closer to the station and it also offered a free breakfast. The non-smoking single I booked was typical of a Japanese business hotel and check-in/out can be done in several languages with the automated kiosk at the front desk.
It definitely is a suitable stay for those who have overnight transit between trains or are willing to save a bit more on their Hakodate visits but indeed don't expect much in the immediate surroundings. To add on to THAM38's mention of the Hanamasu Club and its hours, there's a Seicomart that's about 15 minutes down the road that closes at 11PM if anyone is pressed to need something from a convenience store and is willing to make the walk.

Newer version of room settings. Overall very spacious, lightings in room is warm due to the wall color, totally enjoyed my 2nts sleep. Didn’t spend much time in hotel as i depart daily to Aomori once breakfast over. Noted the area around the property is very quiet, although in no way that i felt unsafe. There’s 1convenience store that close b4 8pm. Receptionist doesn’t speak English, however use a translation device to brief about the facilities

I paid for 4 nights. I had a cold. On the 3rd day they kick you out of your room from 10am to 3 pm. You cannot stay in yr PAiD room from 10am to 3pm on your third day. What hotel does that? Toyoko Inn.
